The Beijing Municipal Health Bureau stated that, in accordance with the requirements of the "Beijing Community Health Service Center (Station) Setup and Construction Plan", in addition to the hardware facilities, the community health service organizations should base their needs on the family planning work, residents' needs and their own conditions. To carry out family planning and reproductive health education and appropriate technical services, including contraceptive technology guidance and advocacy, reproductive health counseling services, and the implementation of family planning complications of women of childbearing age and adverse drug reaction monitoring.

At the same time, the family planning and technical guidance work mode is implemented through the “combination of health and safety” approach. Among them, the health department is responsible for establishing free distribution points for family planning medicines in community health service organizations, and the population and family planning department is responsible for the provision of relevant facilities and medicines.
