We will urge enterprises to increase the configuration of advanced inspection equipment such as raw material inspection, dynamic monitoring of production processes, and product shipment inspection, and improve internal quality control, monitoring systems, and food quality traceability systems. Strengthen the inspection and inspection capabilities of the supervisory authorities, strictly confirm the qualifications of food inspection agencies, improve the level of inspection equipment at national and provincial, city, and county food monitoring agencies, and strengthen team capacity building.

During the “Twelfth Five-Year Plan” period, China will guide and promote competitive enterprises to implement strong alliances, cross-regional mergers and reorganizations, and increase industrial concentration. The "Plan" proposes to use the advantages of technology in the eastern region and the advantages of resources in the central and western regions to form a new pattern of coordinated development of the food industry in the eastern, central and western regions. Encourage and support food processing companies to gather in industrial parks. Support enterprises to implement brand strategy construction, speed up the technological progress and technological transformation of famous foods with Chinese characteristics, and vigorously revitalize the "old Chinese brand."

In order to maintain the safety of the food industry, the "Plan" clearly stipulates that soybean oil, rapeseed oil, peanut oil, cottonseed oil, tea seed oil, sunflower oil, palm oil, etc. will be strengthened in strict accordance with the "Foreign Investment Industry Guidance Catalogue" and relevant provisions of project approval. The foreign investment management of edible oil processing, corn deep processing and other industries. We will do a good job in the safety review of major agricultural product enterprises in China by foreign capital mergers and acquisitions. The use of anti-dumping, anti-subsidy, safeguard measures and other trade remedy measures in accordance with the law shall protect the safety of the domestic food industry.

In order to increase the self-sufficiency of edible vegetable oil, China will stabilize traditional soybean oil production and strive to increase production of rapeseed oil, peanut oil, cottonseed oil, and sunflower oil using domestically produced oil as raw materials. Encourage and support qualified domestic enterprises to "go global", develop palm oil, soybeans, sunflower seeds and other edible oil resources, establish offshore oil production and processing bases, and establish a stable guarantee system for imported multi-variety oil and edible vegetable oil sources. By 2015, the output of edible vegetable oil will reach 24.4 million tons, of which domestic oil production will increase to 12.6 million tons.

In order to speed up the structural adjustment of the dairy industry, China will actively guide enterprises through cross-regional mergers and acquisitions, reorganization, and foster large-scale enterprise groups with advanced technology and international competitiveness to change the situation in which dairy products industry enterprises have an irrational layout and repeat construction.
